The same configuration may become 1oo2 or 2oo2 depending on Failure Action of the Valve.
There can be different Configurations:
A. Fail Close and Normally Open Valves:
a) 1oo2: Better Safety
b) 2oo2: Better Availability
Combination of these two configuration provides both better Safety and Better Availability.
B. Fail Open and Normally Close Valves:
a) 1oo2: Better Availability
b) 2oo2: Better Safety
Combination of these two configuration provides both better Safety and Better Availability.
