Looks like they folded over the tear, sewed it, and then on the inside welded the seam. They use a fancy heat welded tape, which is pretty fancy. Idk if there's an easy at home iron-on version (there may be, idk) if you're doing diy repair. I would probably use standard seam tape and/or a silicone waterproofing adhesive like seam grip.
