It's just a performance in the MV. Every country has laws regarding youth. Tattooing is not illegal but it affects the selection process for some civil service jobs in terms of credibility. Tattooing children is definitely not supported in Thai and Asian culture. Just watching one MV can't judge what that country is like. It's just the theme of the MV.

Also, please do not try to analyse or take the MV serious at all, it is what it is, a comical song that received a lot of attention because it is catchy for no reason (Tattoos are not real, hairstyle is made for fun etc. don't think Thailand is lawless and fun like this MV makes it out to be) - Also, I cannot say for the Korean lyrics, but the English lyrics were translated to be a lot more harsh and using swear words but in Thai it is not like that but they tried to relay the same type of message.
