I like it the idea. It also makes preparing for situations more impactful. Like your ice cliff example. Sure you can try to climb the cliff without proper gear, but it’s going to be really hard!
It's cool that you've come to some of these conclusions, because they are similar to some that I've had about Targets. I was playing a lot of Fate Core/Condensed before I picked up ICRPG, and my first thoughts about attacking the Target was by using the Fate mechanic, "Create an Advantage".
I love the idea of this introduction - the cargo the players are hauling is literally creating the world they’re moving through.
If we call it Target Disruption you can combine the two ideas and make it somewhat easier for people to *BRAINUALYZE** !

Two words dude - hell, yes!
Coming up with rational target numbers on the fly can be a headache, having that simple +1/-1 depending on the factors working against the PCs vs the PC's actions/preparations is just so elegant.
Love this BG! It instantly makes “utility” spells and “support” characters dynamic and interesting…Brilliant!
This fourth T was the missing piece that I was looking for in the system. I was not a fan of the static global target number. But this solves the problem I had with it in an elegant way that keeps the integrity of the rules. I will definitely use it for my games. I hope this makes it into a future core book.
