    This was what was behind moving Department of Agriculture civil servant to the middle of the country, knowing the odds they would tranfers were slim.

    It's also like "quiet promoting" where they move you into a role you didn't apply for with more responsibilities but no pay increase. Wells Fargo has been doing this for the last few years to account for all their scandals and having employees do remediation in regard to all the things they've screwed up. Once remediation is complete most of these employees will be laid off and replaced by cheap labor in India.

    Does this actually mean employees will better the quality of getting a person to fill a vacancy within a company
