They should do round robin matches and exclude host nation participation. Which means 6 teams(all teams should be placed in one group), they'll play each other 2 times. Then top 4 plays semifinal, and then final. Its good chance to play farely. Current Playing system is worst.

This tournament is soo small even in Brazil, that his prestige here is unically because the best team here does not have it. The value of this "World Cup" is trying to reduce the best local, not a value by itself.
