Kellar, of course, is what people expected of government training. So he thinks gun pew pew bang bang Lennox dead. Despite the hundreds of intels and recons and blackmails showing how cunning and resourceful his enemy is. So the government also staged Kellar's death twice in a fire and prison. So they could go for Lennox for good by his own method this time after they get the story straight.
