As per current rules, you can apply for inter state transfer after getting AC promotion..

@@gayathrips7428You cannot choose between desk and field and the posting will mostly be in urban areas. And I guess sensitive posting is mandatory. And permanent positing in a govt job is a myth you will be transferred in a span of 5-10 years specially in South India, here in North India Transfers takes a lot of time in these departments.
