Sorry I haven’t tried sophisticated editing with my Adobe premier pro on my m2 Mac mini. But for normal editing it’s serving it’s purpose with no issues so far.
Yes you can, with a small workaround tho, follow the following steps and you will be able to create you windows 11 VM on your external drive. For best results, I advice you to use NVME technology SSD which is super fast SSD external storage on the current market to avoid latency. I tested the steps below only on M2 Ventura OS version: 1. Quit the UTM app if it is already running. 2. Execute the commands below. i. Create a new Volume on your external drvie, for this example I'm using external SSD Drive "/Volumes/My\ Passport" which get mounted to the standard mount point /Volumes. hdiutil create -size 100g -type SPARSE -fs 'HFS+' -volname 'UTMImage' /Volumes/My\ Passport/UTMImage.sparseimage ii. Attach the UTM App folder to the new volume you created on the External SSD storage: hdiutil attach /Volumes/My\ Passport/UTMImage.sparseimage -mountpoint ~/Library/Containers/com.utmapp.UTM/ iii. Launch the UTM APP - and do the installation normally by following the video iv. Enjoy your windows 11 OS :) I hope this will help you install Windows 11 on your external storage and save some disk space on your mac. -Rev King

The step at 3:13 is very important, reboot the VM then press the Shift + F10 keys, which brings up a terminal in privileged mode, to execute OOBE\BYPASS command to by pass the wifi prompt as the VM will not be able to set up networking until you install the "spice guest tools" drivers.
