When cycling isn't for sport, and you're doing so many errands on your journeys via bicycle (not just one long sport ride), wearing a helmet when utility cycling is like wearing a helmet whenever you leave your home. You can go for a walk, drive a car, or take public transit... “but make sure you wear your helmet because you could slip and fall or get into a collision while driving!” Also, drivers pay more attention to people with no helmets because they're seen as “more human” (studies back this). Also, forcing people to wear helmets has been shown to reduce the desirability of cycling because of the friction point. AND seeing people without helmets riding around your city subliminally suggests to those who see that, that the city is a safe place to ride your bike, which, in turn, gets more people to get out and ride their bike more often (because it's seen as less of an exclusive thing that only sporty people can do). So yes, helmets DO physically protect your head, but there are actually a lot more factors to safety than “just” physical protection.

I was 13 when I got hit by a car. I flew over the handle bars and face first into the ground. The doctor told me that if I was wearing a helmet I would paralyzed at least and maybe even dead, because of the angle it would have put my neck at. I only wear a helmet now because I got a 250$ ticket after the injury and a lot of people blaming me a 13 year old kid for being hit by a car. I dont want any excuses I get hit again. But I fully understand why people don't wear them.
