In California, with each major earthquake, we pass new building codes to strengthen our residences and workplaces. I've had to spend more than $100k to retrofit our place against collapse, for example.
In places across America that are regularly struck by tornadoes, what changes in building design have been undertaken to try and reduce the loss from storms like these?

If we are going to attribute the fact of our own survival in a storm to an act of God, what would you say about victims who don't make it? If God is responsible for good luck, isn't He also responsible for bad luck?
