don't have access to Python right now, but my guess is that it will allow you to choose between the two possible one-sided tests, or the standard two-sided test. The one-sided tests are usually discouraged to use, and a two-sided test (two-tailed) is usually done. In a two-sided test you assume the two will be different, and test for that. In a one-sided test you must have a very good reason to assume one will be bigger than the other, or smaller. Hope that clarifies is.
