One of the docs talks about "hall of foreign affairs", there is a quest with an objective to talk to someone at the same "hall of foreign affairs". That is the clue, it's to try and filter speedreaders and loreskippers.
@@GamingWithAbyss There's also a document that says "Up, outside, down, outside, down" located on a large table in the upper levels of the Haven of springs. My brother solved this secret puzzle yesterday as well and we uploaded a guide to it today before we found this video, lol you beat us to it.

It's called the Souvenir Shop but I don't think we got a new one in the Black Shore

Yes, just take a few steps from the door at 0:08 to your right, and you’ll see a document placed on some boxes that suggest how to open the door.
To the right of the door is a note called Investigation Report on the Black Shores Portals. The clues are there
