All three of the actors actually do the voice work since the noises a horse makes are much louder and require much more breath. The three puppeteers work together to make it sounds as similar to a real horse as possible
There is a max in weight they can handle. I heard the suit is about 45 kg and the head 7 kg. The person who rides the horse can be a max weight of 75 kg. All that weight is divided between the two puppeteers that are inside the suit
As amazing as these are I believe the ears are just a tad to big, not by much but enough to make you think there is some mule in there.. just my point of view.
Their ears are that big so that people in the back can still see them, since they're one of the main ways the horses show emotion. It's the same reason why actors on stage use huge motions.
