There is a slight mistake in your explanation: His sisters weren't squibs, because Gilderoys parents were muggles. Someone can only be a squib if at least one of his/her parents is a wizard or witch. His sisters were 'just' muggles, while he was a muggleborn wizard.
Think about this: Dumbledore has willingly ruined the educational process for a year just to guide Harry not to enjoy his celebrity status. There was no other reason to invite Lockhart, a useless teacher.

I never would have chosen Kenneth Branagh for Lockhart if I was casting "Chamber of Secrets", but the problem is, he made the role so memorable that I can't imagine anyone else playing "the 5 time winner of Witch Weekly's Most charming Smile award". I remember reading Lockhart's blurb on Pottermore and being intrigued and appalled by his actions during his Hogwarts days. Dumbledore was right in his assessment of Gilderoy being a great wizard with lots of potential, but he was not willing to put in the work to maintain a wider range of spells that would truly make him great.
