They should be able to follow the wire from the controller to where the wires are cut by using a wire tracer, then dig up and find the other cut end and continue. If the valves have metal bolts like some do, you can find them with a metal detector if not to deep. Good luck.
How to you find valves that might be broken or have a broken wire? I have 2 zones that aren't working and my irrigation company can't find the valves to them and all extra wires show open.

How deep can you find the wire?
I'm not sure exactly how deep but I can hear a tone at least six feet away from a wire. The deepest wires I've located were four feet deep.
