They should be able to follow the wire from the controller to where the wires are cut by using a wire tracer, then dig up and find the other cut end and continue. If the valves have metal bolts like some do, you can find them with a metal detector if not to deep. Good luck.

How deep can you find the wire?
I'm not sure exactly how deep but I can hear a tone at least six feet away from a wire. The deepest wires I've located were four feet deep.
