The force is going into CST structure which is connected to the ground and will not affect him. The shaking is from the student's muscle tension being transmitted through CST structure. Good Stuff.
I think he's referring to a taichi term, peng is expanding energy (like a balloon). My understanding is that forward energy isn't through the muscles (hence why you need to be relaxed) but maybe structure and forward intention.
