General Electric's Spectra RMS Molded Case Circuit Breakers

Question: if the rating plug in the circuit breaker is 200 amps, then the breaker is a 200 amp breaker, even if you adjust that red arrow from max to min the breaker would still be rated at 200 amps and would require 3/0 awg conductors???
