True but NYC and LA are cities. NYC is a megalopolis that consists of 5 boroughs. It's more densely populated and older compared to the newly built more modern BGC. BGC is a financial district similar to Wall Street. A small area like BGC is easier to clean especially when people have discipline and rules are strictly enforced. I think it's more important to implement that same discipline and cleanliness followed by strict rules to the rest of the country instead of comparing BGC to foreign cities abroad.
