Fa1rplayy i hope you figured this one out. In my experience, two bottlenecks cannot be the same. If you add qualifications to the process or resource you can qualify the bottleneck and sometimes, depending on your day, you could quantify this.
Such situations really can occur in real life. From a ToC standpoint it is important to have just one bottleneck / constraint in a system, because only then you have control over the process. So in your case I would suggest to focus on one of both constraints / near constraints. It does not really matter which of both you choose, the main thing is to eliminate one of them as fast as possible using the 5 focussing steps mentioned in the video. After that elimination of the first constraint you have a stable situation, in which you can continue to apply the ToC as mentioned above.

Good question. Yes, I think if you have a linear process then picking the bottleneck earlier in the chain would be best, all other things being equal.
