    You might've remembered this scene from the Second Pirates of the Caribbean movie, where Cutler Beckett offers a Letter of Marque to Jack Sparrow. This will function as a pardon for Jack's crimes as a pirate, and simutaneously turn him into a servant of the crown - a Privateer.
    Could this have happened in history? In practice, yes, but the situation has been oversimplified, and the terminology fumbled around.

    A friend had a typo and called somebody a pirateer. We have started using it jokingly to describe folks with a commission who didn't quite follow it.

    The US Congress to this day holds the power to issue letters of marque as it is explicitly enumerated as a power in the US Constitution.

    Very interesting subject! The Pirate Krewe I belong to "Krewe of the 13" has a Letter of Marque issued by the Royal Family of St. Augustine of Florida. It is displayed on the website. Having a Letter of Marque was kind of like a "Get out of Jail" free card back then! Lol!
