I've only played against AI back in the day but i thought PE infantry suck at close range vs rifleman and that scout cars should always face their front towards the enemy for better deflection chance. Haven't played in years but i thought that's how light vehicle armour works in the stats

Needed goliaths more, and when used correctly, they guarantee me more kills. It is a wonderful ability though, I agree.

PE infantry destroy infantry when upgraded with mp44s
