It was not the people that initiate that move. It was somebody else who initiated it, therefore, it is illegal and unconstitutional.
Kung magkakaron ng people's initiative eh dapat yung palitan yung liquidation by certification ng Congress.

Ang alam lng nila ay bumoto. So meaning, may nagpakana at nagpasimula ng peoples initiative na yan at hindi ito choice ng marami. Which is unconstitutional. Kaya walang batas na nagsasaad na kailangang bilangin ng comelec ang mga pirma.

The recent People's initiative is unconstitutional so COMELEC must dismiss it. A People's initiative can only amend the constitution but cannot revise it. Altering the check and balance in Congress is example of a revision of the Constitution. A revision in the constitution can only be done by Constitutional Convention and Constitutional Assembly and not through People's Initiative. If COMELEC verified these signatures, the opposing party can go to Supreme Court to question PI. And hopefully SC will favor against this recent PI.

The House of Representatives is most favourable group to launch the first move being as they are the future parliamentarian to run this shift from Presidential Republican Goverment of the Philippines. Are we out of qualified financial accountant graduates and no business administration college grads either na pinoy or pinay? Is hiring a foreigner allowed by the PH Constitution? Isn't that vacancy considered a high gov't position that deals with a very sensitive security information? Is there vacancy somewhere else within the gov't where he might be a better fit? You know, many leaders didn't understand the rules of being a leader. A good leader must be a philosopher king....just know what is philosopher king.

So in other words, people's initiative is not practical and feasible. I've always thought so called people's initiative is hard to implement. Much better to hold one organized by comelec and those in favor, will go to designated centers to vote or sign with due process similar to election.
