As a quick fix, do you think we could load the GTM code in as HTML on Pageview?
I would like to see tracking providers offer cookie-based and a cookie-free versions of their tracking code. That way, like in your setup, I could add both tracking in for EU and NON-EU visitors, and let Zaraz handle the loading.
I also love how configurable it is and how definitive the consent box works.
On most cookie scripts, you never really feel that the cookies or scripts are being prevented, where as Zaraz is a black and white difference. I'm sure it will improve, but having a consent for cookies and a fallback if declined would be excellent.

when using Zaraz for third party scripts such as FB, Bing or other common third party application once connected does the original script need to be removed from the primary site now that is connected via cloudflare or does the connection on cloudflare somehow cancel the original script out?

Yeah remove it from your website. You'll risk adding it twice and who knows what that'll do.
