You've almost won against all odds, you're seconds away from escaping death when an explosion kills your friends and traps you under rubble where you're forced to watch your father die defending you. And then you find out your sister caused the explosion. Violets actions were very understandable. Not justifiable, but very understandable.
Truth is, I don't blame Vi at all. She did the best she could and while she made some mistakes that had dire consequences. She meant well. I do however blame piltover and their council for having allowed and even caused all the horrible things to happen in the first place.
If you want to blame something, you end up with what have been said there - In pursuit of great, we have forgotten to do good. The stones caused it, as they were too dangerous in the hands of most people, toying with them was bound to cause something like this. On the other hand you might also say that with them you might ended up being able to protect something that could not be protected otherwise, so you will end up with the eternal question of whether is curiosity good or bad. And there is no definite answer for that. So no one is to blame, as our world is just this kind of a fucked up place, it works like this.
If you're looking to blame - I think you're missing the point of the show. Arcane storytelling is so amazing because there are no true bad guys, there's just different motivations and philosophies to achieve their goals. Their goals are usually honorable - EX: Silco wants the Undercity to be autonomous and free even though his methods are unethical but asks the age old question if the ends justify the means. If there are any true bad guys, I think you are correct in saying it would probably be the council - who are corrupt and care little for the people of the undercity even though they are supposed to represent them. In the case of Vi, she had a very human moment of being upset at her sister after seeing all her loved ones killed by this magic bomb unleashed by Powder - but maybe Claggor wouldn't have escaped in time and Vi would have fallen victim too - we won't ever know! But we can't blame Vi for her outburst and getting kidnapped and sent to jail, but we also can't blame Powder for feeling abandoned and latching on to a protector. That's why I love this show soooooo much - it's so human
I think its nobody´s fault. A clash of opposite energies regarding a specific concept is normal in nature for things to make sense. I think it´s a good analysis on hate a villains: they just conceive the world differently

This video kind of made me finally understand Jynx. Powder was a true child at heart, shielded from adulthood by those around her because they loved her for that fact. She was innocent and they did the best they could to keep her that way. But that is ultimately, through happenstance or fate, what turned her into Jynx. She was finally forced to face the reality of the world in the worst possible way and it broke her. Ultimately a very tragic character turn and in many ways you have to see her as completely innocent even as Jynx because of her caused insanity. I used to think of Jynx in this series as the female Joker, "Haha, She cares about nothing and has fun doing it", but her origin is a lot more complex than that. When you think about her turning moment into a villain, she is more like a female Batman than a female Joker, flipping the coin to the opposite side do to her specific happenstance, through that fate. A brilliant piece or writing because it takes a trope that is already great and highlights the humanity in it; it highlights something we hardly think about, juxtaposing the coin's edge(it's turning point) and what little it takes to turn it, and the coins face(what we finally accept the coin to be).
