I truly wished Mirihmah had gotten to marry Bali Bey, but she had to have known he would have probably never seen her as an adult since he had been around since her childhood.
Even if he loved her just a little bit, he would still decline a marriage offer. Bali probably learned from Ibrahims example, with all the troubles that included, and wanted to live a more normal life.

Not revenge. She's doing it for her sons' survival. Marrying Mihrimah to Rustem would gain her a useful ally. But I do agree it's still wrong for her to use her only daughter that way. But in any case, Mihrimah and Bali Bey are a terrible match. She would have been better off with Taslicali. If only Hurrem had not objected to their relationship. Honestly in this show, Mihrimah actually had better chemistry with Bali Bey than Rustem. Sad, it was a one sided love. I didn't like Mihirmah-Rustem' storyline either, at least they could have shown them having a happy marriage like said in history. It would have been misleading if they showed Mihirmah married Bali Bey, but then again, Ibrahim-Hatice were not a couple in history, and also not Hatice but it was Esmahan who married Husrev in history.
