A very good question. Partly, this is because Europe has taken seriously Putin's threat of using nuclear weapons, and so has slow-walked the transfer of weaponry (from tanks and missiles to fighters jets - they are not trying to win). There's also U.S. domestic politics, corruption and the EU being the EU.

The Philippines is a "treaty military ally" of the US. Ukraine, unfortunately, is not. And Taiwan is vastly more important to the security of the United States than Ukraine where the US gets most of its high-tech chips from. In reality, Europe should do more for Ukraine because Russia is more a threat to them due to proximity and history.
