In all seriousness this game would’ve been really good if it was just this, a full game with only 4-6 people in mind. It’s not bad, but it’s not that good either.

Oh, this shitshow wasn't Todd Howard, it was Zenimax. They demanded a Fallout MMO. And being the parent company of Bethesda at the time, they had to do it.
Had Todd wanted an MMO of Fallout, it would have been done before this.
In Cath's defense, I have seen stairs that kinda work like that. Specifically, the stairs to the basement were found behind a secret door on the second floor in the example I'm thinking of.

Fun fact - in order to find the stairs during the mission at 8:00 you have to in fact go down to the basement and then go to the upper level somewhere else. Poor Cath... ;(

As someone who plays this game regularly its bugged quite a bit. I have seen floating radios, to enemies that are very much alive but all of a sudden you can not kill them (thankfully most of them do not attack you), and do not get me started where you are walking around peacefully and then your character gets pain, makes the noise while screen indicates damage but no damage was taken, and nothing attacked you. But aside from the bugs its a pretty decent game, you guys seemed to have started playing when there was humans. I played in the Betas so it has came through quite a ways.
Thanks I also wanted to say that. I also played prior to non-bot NPCs and I've honestly didn't encounter much bugs, maybe the spawned but inactive mobs. It was fun, with friends, but they've pretty much all uninstalled it so have no reason to go back in.
Fallout 76 is where i met my friend 1 or 2 years ago and still am friends with him

I've played fallout games. You do often have to go downstairs to find a way into a different section of the first floor, one that usually contains stairs to the second floor

The reason all of Bethesda's stuff is riddled with bugs and glitches is because they're still using the same engine they made the first elder scrolls on. They've just been essentially releasing ever more intensive mods with every new game.
And then they never actually fix anything
The engines used since morrowind have been gamebyo (morrowind through fallout 3) Then cam creation engine which is based off of gamebryo but rebuilt in a fashion for skyrim through fallout 76 and then creation engine 2 for starfield and beyond. There are some really great games that used gamebryo as an engine just fine like Bully. The issue comes down to how Bethesda used it and what they added to it, not the engine itself.
