Availability of Canal water ASAP is key for success of this project as underground saline water is not suitable for most of the crops.. so canal/fresh water must be arranged as top priority..

Mobarak ho Sir, in 3 year need to much amount to run and parpear the land within this time daily need money. If gov give land +Leavling,+up to 18 month to ready for growing these all fesilties should be free.
I had been working in Kuwait 30 years as a agriculture Supervisor. Kuwait govt also given 50,000 meter square free only govt took some amount from farmers to ensure and also fesiletate to all farmers.

How farmer comes to this project when already farmers cant sale their products in govt rates. If this projects cames last year their may be a lot of chances but this year when farmers cant get good income from their own land which is more fertile then cholistan. How you can convince them?

This is a lease of land, you will not be a sole owner of that land and it will not be transferred to your name or your children name as property.
