if you go to AP voli, you need maxed your E always (if there is not enough movespeed from Q, you need to take it from W because AP voli does not regenerate enough from it). He doesn't have an AP build, rather a hybrid - here it was necessary to collect Nashor Tooth, then Divine Sunderer, where the first item is purely for speed and passivity enhancement, and the second makes you invincible

Can u try the Trinity Force build on Voli top? its insanely strong 59% wr currently. Other good items are Hullbreaker, Black Cleaver, Deadmans, Titanic, Steraks.
