Unfortunately this is my first video in which the thumbs down have exceeded the thumbs up. I'm sorry if this didn't resolve your problem. This method worked for both of my surface books and I couldn't find any other solutions online, so I figured I'd post it. I'm going to leave the video up in case it works for others like me, but if you have a different solution that fixes this for you, please post it here for people in the future to find.
thank you, updating the nvidia driver fixed it. I think the reason behind this many dislikes is because you say to uninstall the graphic driver, i was skeptical at first , but after digging around found out this was the problem.
You are partially right about the problem, i just played around with the nvidia driver's settings a little bit (changed the options for performance instead of quality) and half of the "System and compressed memory" is gone, but it still persists. I found on other places that this problem was NORMALLY due to faulty drivers, i suggest people update them. Else if it still persists reinstall them.
its because this is not correct because the automatically installed gpu drivers are not up to date in order to get up to date driver download geforce experience from nvidia and it will notify you of new drivers also system and compressed memory 90% of the time has nothing to do with nvidia
System & compressed memory was between 21 - 30, uninstalled display adapter from Device Manager without ticking the box and is now between 0 - 3, thank you Charles Clayton! :D

Restarting the computer is the part that fixes it, not whatever you do before that. This issue occurs when you run your computer for a long time. The clue is in the "compressed memory".
Disabling "superfetch" seemed to work for me (windows key+run, services.msc, search for superfetch and stop it then disable it from the properties menu)
On my Windows 10 laptop the issue was with the Superfetch service after one of the updates. It would randomly eat out 1200MB of RAM with paging file randomly skyrocketing to 10GB. It somehow prevented RAM usage from going upwards of 60%, so I would get “Your Computer Is Low On Memory” if I dared to open Photoshop or IntelliJ Idea. Completely disabling the service solved it for me.

Search "services" Find "Superfetch" Right click, properties, startup type, disable. restart computer If this doesn't work, look for malware on your computer. Helpful program, try "AutoRun". It's like task manager but better. Even has a scan option for the application name in case your not sure what the program is for.
any fix? Nvidia releases the 365.19 I tested the 365.10 and System and compressed memory fail once again,over 26% break my cpu actually I use 353.54 recomended for windows update & any problems.. i think so is too older. my card: gtx 560 ti hawk 3 older too. IDK
+LordSlam Vlogs chrome version 50 stuck my cpu too = 27%cpu System and compressed memory, but I fix closing the webrowser , now I'm testing on chrome beta 51
+neemoflame Happy to help! Yeah, this was really annoying before I fixed it. After doing this the process will use more memory, but the CPU usage will be way down so the fan won't be whining.
you´re right! dude,thanks for the video, tracking the process and I found this nvdrsdb0.bin, disable my nvidia controler and re-enable once again.. 0% cpu consumption.. is NOT a solution. actually drivers: 364.72 have problems. the fix: use microsoft drivers :v
Nope , it fixed itself because you've restarted the computer / laptop , im on a deskstop using AMD card so obviously it's not Nvidia related , it still run at around 20-30% cpu

Ive had a problem of 20% procecor usage for a long time now i always asumed it was because of bad "bios drivers" (what fujitsu calls them i think its also known as inf) but after watching a video i finally discovered the true orgin of the error... but yea after a year or so my battery is broken and i guess my procecor is burned up aswell.. BUT I SOLVED IT! :-) thx

This is the solution. I am using StartisBack so I had the Windows vista / 7 style control panel Start->Control Panel>System and Security>Schedule Tasks Library->Microsoft->Windows->MemoryDiagnostic There are two line items. Running of the task may be dependent upon log events. I'm not sure if they just have to exist, or if they trigger upon entry into the log. In any case, I disabled the entry labelled as RunFullMemoryDiagnosticEntry.
System and compressed memory is a new technique that is use by windows 10 that replace the old memory paging technique. System and compressed memory using too much cpu is can be due to any other process that use too much memory. So the OS doing dumping the unused memory to a compressed part of the RAM(Older OS used dumping the unused memory to the disk). Therefore uninstalling Nvidia driver will not solve every ones cpu problem. Others might have to find the process that uses too much memory and try to remove it. Good luck :)
I think that this isn't as common of a driver as you think. What even is NVIDIA?? I also think that problems with runaway memory are probably rife on this OS, so I doubt there's a cure all.
If you don't even know what Nvidia is, then you have hardly any authority in saying what's the issue here. Drivers can cause memory leaks if the software they are driving no longer function on account of it.
My point wasn't that it couldn't be a problem. My point was that since this is not part of the default Windows system, it's probably not the crux of the problem for most users. Since this is a prolific problem of Windows, and since Nvidia is a tiny subset of the users, it would be more helpful to know the issue inherent in the OS that is causing the problem. There are more people who found this unhelpful than helpful, based on the ratings.

Excellent quick fix. Brought down the CPU usage of that process on my Surface from ~31% to less than 5%

Your solution was spot on for me.

Mine says its using up more memory than cpu, the memory usage is higher than 90% of all the other processes. any ideas?
i just restarted my computer and it fixed it. i think it's because i don't turn off my laptop a lot.
