Honestly, the USA under the NFFA is pretty much the least bad dystopia to live in, especially if you have options like the One State, Gilead or Ocenia. There's the purge but it's just one night a year only. The NFFA isn't actively preventing you from leaving the country outside of the purge. Yes, the NFFA is spying on US citizens 24/7 and has a massive surveillance network (it was one of the plot points of the 2nd season of The Purge TV show), but they prefer a more clandestine approach to dealing with their opposition. The methods that they use to get rid of "undesirable" citizens are not obvious at first and can be easily covered up. Indoctrination of some form is still prevalent in their America with children being subjected to pro-purge propaganda from a very young age. It's very sinister and scary but yet almost nothing compared to places like Oceania. They at least put up a faced of freedom and democracy.
You can also theoretically vote them out (it even happens in Election Year), given that enough people start seeing through the double meaning of their policies and lies. The main problem was that they indoctrinated the US populace enough that a considerable portion of US society considers them a legitimate party, so they won the election before the Forever Purge. Once the NFFA's US collapses into anarchy, you can easily escape to Mexico and Canada.

Panem could also be relatively tame, with the same issue as NFFA America of a yearly complication, though tamer still. The worst about Panem would be the conditions in some Districts, but even then it'd depend on which one
