The footage with Charlie was definitely from around the time of when Disney first started producing the shows in 1994 as a new one was used beginning around the end of that year. That newer puppet in question was based off of how he was depicted in the 1994 style guide, and they still have it to this very day as it was sporadically used throughout late 2013 to 2014 and even popped up again most recently in one of last year's shows!
If this tape was considered new and released around ‘97, it had to have been released either in January or March of 1997. Either that or this is just a remission of the missing footage from the February-March ‘94 training tape. I’m only saying this because I don’t really remember there being any training tapes after ‘96. I thought Department 18 just gave instructions from the intermissions, by then.
' Training Videos' back then often featured MANY older segments from prior years that were then recycled / reissued / reused for many years. Corporate would just re-issue 'new' versions updating a few things here and there as the Standards changed, but many times the in-store shot footage was just reused / recycled. This is part of the 97' set i own original copies of, but most of the material in recycled footage from older Training Videos from 94' and 95'. This was a common practice until the early 2000s when Corp finally issued completely new Training Videos. The resturant concept had changed so much, they finally realized they couldn't keep reusing this old footage.
