In my first run, I stealthed by Sasquatch, avoiding the fight and getting me some killer selfies in Photo Mode! That also locked out the best ending for this gig. The next time however, I took her down. Aaron is going to live in this timeline!
never got that quest, like many others cause the triggering of quests is sadly still an utter shitshow of a buggy mess
I mean I did a completionist run and even from 1.3 runs I know I didnt get this, everything with the Us Cracks, no SInnerman, no races etc.
some quests can be missed if you go too far in the main story
This is in the Phantom Liberty DLC maybe thats why. It’s given when you’re about halfway through the DLC story so that could be why you didn’t see it yet.

it is also still bugged in that certain "wait x amount of hours" require you to wait in game and you can't skip forward in time

I dont know how you are having bugs still, I havent experienced really any bugs at all in the last 8 months playing this game. Honestly I would do a clean install of your game and look at your system at this point.
