I have a question, which one is the right sentence between the two?
    1. It was he who ate the food
    2. It was him who ate the food
I am confused because I am currently studying English grammar

In formal English, you use the nominative, "he," after forms of to be. But this rule is often violated in spoken English. If you're taking an exam, say "he."

Basically, it expresses what someone would do, except he didn’t. For example, I would have shook hands with him. But he looked gross. Not sure if this helped.
