I think you do it from reverse lol You need to turn each little shape into its own separate layer, then you animate a couple of them, and then you copy the animation from the ones you animated into those that lack animation and presto, it's done :p

Yes you can follow this same process but add a stroke to the layer to get a transparent triangle with a an outline. To make them wave you can either animate them individually or apply a wave warp on an adjustment layer on top.
