I have a 2018 Prius hybrid hatchback and I use a top-don branded similar power brick jump starter type thing and my issue was my particular one has a boost button that when I press it I only have like 30 seconds to try to start the car but when my battery was completely dead this morning it didn't even give me 30 seconds it was more like 5 Seconds so what I ended up doing was connected some long heavy duty jumper cables to the spots under the hood and then connected those to the clamps on the jump start kit in the car so I can push the button and then immediately try to start it because it seems like the Prius doesn't give you very much time to try to start it from those boost kits if it's completely dead otherwise you have to just put it on and let it trickle charge for a little while. I really wish there was somewhere in the infotainment system that had a readout for the current level of the 12 volt battery since it always shows you what the Hybrid battery is at.

Normally, you should be able to start the vehicle right away. See if you have properly connected the terminals. Red to red and black to black. Also check if your device is properly charged.
try connecting a long jumper cable then connect that to the clamps on the unit in the driver seat, then when you connect it / hit the jump button or whatever starts that process watch the dash and see if anything happens, if so try to start it immediately you may only get like 5 to 10 seconds to start it if the 12v is completely flat.

How long did you wait before trying to start the vehicle? I tried multiple attempts with 30s intervals using GB20. No luck yet

This is definitely NOT a 2016 Prius C, the battery is under back seat, passenger side
