I have them both so I don't have to choose 😂 Fan 3 is more transparant/mature sounding with great layering and details , isn h60 is more old school vibe sound and thicker/warmer I perceive. Love them both.
Ok the 11.11 shopping spree hit me and I ordered the H60 along with the new Penon LSTIPS and the OCC849 cable, that is supposedly a perfect synergy for H60 😅 All that for less than regular price of the iems. Sooo I got BTR17 as well haha

ISN H60 burn in was at least a week before the lower mid / upper bass bleed disappeared. My Penon Fan 3's needed no burn in, and have sounded incredible since purchase on every dac/amp tips/cables I've tried, but they don't have the note weight or the richness of the ISN H60. Fan 3 = Spacious Clear Musical. ISN H60 = Rich Thick Organic. Prefer the Fan 3 but love them both.
At this point, we need ultimate : Penon/ISN Roundup video. Question : Is the Fan 3 worth over Fan 2? Obviouslly, the Fan 3 is superior with better drivers, 1 extra driver too but how noticeable is it in use? They seem to graph fairly similarly but i can buy the Fan 2 for 120-130€ while Fan 3 is well, over 300€. Would it be wiser to just get the Fan 2 for now and maybe "upgrade" down the road if i like Penon's sound signature?
Why don't you opt for the Kiwi Ears KE4. It has better balance and much better mid range presentation than Fan 2. If you have to pick between Fan 3 and 2, 2 has a darker treble and Fan 3 is a much better IEM.

I haven't heard the dome sadly.. 😐 But H60 is an excellent IEM if you want punchy bass, slightly forward mids and mildly smooth treble range. It has excellent tonality and timber too.

I haven't heard this sadly.. but I can comfortably recommend you the ISN H60. Slightly mid forward with excellent cohesion and warmth.
