Kate is no leader as her partner Reggie gets the information from Matt when she cannot. Also Reggie her partner figures out what is going on while Kate is clueless.
Kate is correctly despised by most who watch Sicario. IMO she NEVER fit the role of leader; even with the weak attempt at the beginning of the movie to make her out as one. This is a weakness in recent movies where they pretend women are warriors - they are not .... and no male warriors would ever allow her to lead except in DEI Land. She might walk in front but that doesn't make her a leader. She is timid, indecisive and lacks flexibility and mental toughness. So she is like an Ivy League Graduate (female OR male) who checks the FBI's bureaucratic DEI boxes but who is a combination of naivete, lack of self awareness and the worst, absolutely convinced of her own rightness (self righteousness). Yet a female FBI recruit with a few of these characteristics like Agent Clarissa Starling in Silence of the Lambs succeeds where Kate fails - is it self awareness and lack of self righteousness? Or a male "geek" analyst Ned Ryan shows himself to be a warrior because of courage and toughness So I think this assessment misses the point
All you need as evidence for her being unfit for leadership was that it was her call for her hostage rescue team at the beginning to be in all black gear while approaching a house in the middle of a dry desert, in broad daylight! Absolutely no tactical sense, must've been a diversity promotion.
If Kate is a DEI stand in like you suggested then she's a pretty subversive one, as at no point in the movie is she made out to be a 'strong female lead'. And at least this one's played by a competent actress unlike the usual bots that lack talent, experience and likeability. Like zandaya.

But the director does attempt to show her strength leading a team at the beginning and taking out the narcos with a sliding shot, etc. She is a complex character but many, like myself have commented that she is indecisive, naive, smug and irritatingly self righteous. She is a toddler playing in the deep end with violent criminals and political intrigue. She would not last a week in war

The only reason she makes it through in the end is cause of Alejandro, a man. No DEI role would allow a woman to look that incompetent to the point where a man puts her in place which happens constantly through out the movie.
