There is a video (or biography. cant remember) where Arsene Wenger said once you hit 30 or almost 30, and you had win a major tournaments like leage, UCL, World Cup or Euro, most players will start to lose their focus. In order liverpool to rise again, they need to start from scratch again.. a.k.a, they have to replace all the star players...
