Because you need to keep the total mass of the layers intact. If your soundproofing plan consists of 4 layers of plasterboard and then you cut a big hole in the wall, you need to fill that hole with glass that weighs the same as the plasterboard/wood that was removed

Maybe later but I don’t think it needs it
