Respected Sir, As per my perspective Pakistan basic problem is Governance. Charter of Economics will proof to be a Paper piece. Every government tried for very short term policies. We need a very clear objectives at least for next 25 years. Governments were unable to understand the real issues, that's why unable to solve the problems.
In case of IPPs there was no design flaw as Dr. Masood states. The kickbacks in every project were duly factored in, which were the very purpose of such projects.
Why Pakistani economy worse up even having every resources human ,natural.etc but why failed to achieve economic growth and why poverty increase day by day in Pakistan ?....
In country like this a poor shopkeeper can't run his shop peacefully but a man (rather many more land-grabbers like him under official patronage) can grab lands thousands of acres without payment. And when SC fixes the liability, he gets the national money coming from NCA, UK transferred in his liability account with SC and for the rest he says go to hell. This kind of things don't happen even in banana republics. Various African countries have reformed themselves. But the nexus of so-called rulers (landlords and industrialists) and mafia in business have devastated this country.
The problem is the huge capacity of a chronic borrower to lie. The state of Pakistan in fact doesn’t exist. How policies could be framed if the interests of the state have never been considered? For a functioning state with an army, a dynamic economic sector is needed. How to expect such a sector, if industries are shutting down. The export sector is vanished. Who gave the chronic borrower the right to talk of global economy? Importing luxury items such as German cars and Cuban cigars while barely exporting cotton towels may entertain a billionaire ex-army chief. But how a chronic borrower could learn how to export industrial goods? What is needed is a recognition that state of Pakistan died with a slogan: “Jihad Fe Sabillilah.”
We use exotic jargon of macroeconomics to identify our problems. However, if we really explore the ills of our reaching to brink of default, the reason that we find is not that we are just financially insolvent; we are actually insolvent in terms of governance. And why there is no governance rather chaos, because if we explore, shall find lack of ethics among the ruling class. They are the leeches which have sucked the blood of Pakistan. The biggest the position or institution and large would be the level of corruption, compromise, conflict of interest or ulterior motives of them. When national money goes in private pockets or disproportionately and nation is denied a government of their own in the true sense, and most of all emergency aid too is pocketed by them and booked against the masses in terms of inflation, devaluation of currency and high rate of interest, there is little chance we can get out of economic malaise that we are in, unless we have a government that works on human development and makes use of all the resources judiciously and honestly.

Then the Cold war and 9/11 funded Pakistan for multiple decades so Pakistan was not earning any money on their own and the freebies meant they never invested in education and living by the day. Matter was made worse due to madarasa education and fact that Muslims didn’t want to be be ruled by British or Hindus, the basis for Independent Pakistan, which made Pakistanis very arrogant. The result is in front of everyone, the situation is beyond repair. Separate Pakistan state was the biggest mistake of Muslim League and its just a matter of time when civil war will end the state called Pakistan. This is the bitter truth and no discussions or workshop’s can prevent breakup of Pakistan.
Look at the speakers and the audience, they both are madarasa graduates in suits and boots and speaking English in a strange accent, what arrogance, only big talk and nothing on the ground.

Why we not encourage local investor to invest in country or not give a chance or path?
yes the govt should give opportunity to local investors with solid terms and conditions as we have large numbers.
