Can you imagine say Mihawk, doing such a thing? it's unthinkable. Who else prostrated themselves before a Worlds Strongest title holder, in order to achieve a greater ambition? Zoro. The confusion many people have is that it was stated that Roger and Garp joined forces to wipe out the Rocks pirates, many confuse Rocks Crew with Rocks himself, but in statements and manga panel, only Roger is showcased and stated as being specifically Rocks foe at godvalley source chapter 957 sengoku statement and chapter 1096 reinforces that statement at the end of godvalley chapter, Roger is in Xebecks way and soon after that haki sparks come off the island ,which showcases Roger 1v1 Xebeck and WON not only that but he left with loot and baby shanks chest off the island, which i doubt a concious Garling would let happen unless he was already taken out or incapacitated before Roger and Xebeck clash, which goes into my next point. The GV incident took place over a couple of days which means opponents swapped left and right and a lot of rivalries likely formed there as well, Garling likely got his tournament in a way, it`s just that he wasn`t the winner of it ,Roger was.
