The composition of small cards has no bearing at all on the chances that a player will bust or not. This means that whether a hard 16 is composed of two, three, or 4 cards it doesn't matter. What matters when playing a hard 16 vs a dealer's ten is the running count, of course surrender is always the preferred move (in the long run and if available) but only by counting cards can you make a correct decision of whether to hit or stand a hard 16 vs a dealer's ten.
