The Mr. Incredible Heavy hat makes sense because Incredibles already has the same general setting/aesthetic as TF2, plus we already have Off Brand Flash and Actual Batman & Robin cosmetics, so it wouldn't be too out of place.
those cosmetics were not intended to be in TF2 those were added because valve start treating the game like a product and add whatever people want in the game just to push some sale just because it is in the game does not mean it belongs
