Arkansas Highway Police PIT & TVI Maneuver ends high speed pursuit - Driver flees into the woods

Trooper's Narrative (lightly edited as it was very long):
At approximately 7:40 PM on Wednesday, April 5, 2023, I, Trp. Zachary Means, was traveling southbound on U.S. Hwy. 165
near Geridge Rd in Lonoke County. I observed a silver Chevrolet Malibu traveling at a high rate of speed. I then confirmed the
speed to be 75mph and locked it on my radar. I then turned around, got behind the vehicle, and activated my emergency lights
to initiate a traffic stop at U.S. Hwy 165 and Faye Ln.
The suspect vehicle turned off U.S. Hwy 165 onto Faye Ln. I relayed this information to Troop E, advised them that I was
making a traffic stop, and gave them the license plate number (AMD61Y).
The suspect vehicle slowly rolled down Faye Ln. and
turned right onto Brown Dr., then slowly rolled up to a house at the end of Brown Dr. I pulled in behind the suspect vehicle and
started to exit my unit. At this time, the suspect vehicle backed out of the house driveway and pulled back onto Brown Dr. and
proceeded onto U.S Hwy 165.
The suspect vehicle then headed north on U.S. Hwy 165 towards Humnoke. After entering the city limits of Humnoke, the
suspect vehicle started to travel in the center turn lane at approximately 90 mph. At this point, the suspect vehicle left Humnoke
city limits crossing the double yellow lines and entering the southbound travel lane continuing north towards Allport. The
suspect vehicle continued through Allport and headed towards England. At approximately Morris Farm Rd. on U.S. Hwy 165,
the suspect vehicle crossed the solid yellow line to pass a pickup truck in a curve. As the suspect vehicle approached Arkansas
Hwy 31, it slowed down to approximately 55 mph before speeding back up and continuing towards England.
As the suspect vehicle entered England, the England Police Department had two officers at the city limits attempting to set up
spike strips. Spike strips were unable to be deployed. The suspect vehicle continued towards Arkansas Hwy 15 on U.S. Hwy
165 before running the red light at the intersection. The suspect vehicle continued to pass multiple vehicles in the center turn
lane through England, continuing at a high rate of speed. The suspect vehicle then passed on the right side of a tractor-trailer
and turned right, continuing on U.S Hwy. 165.
After leaving England City limits, the suspect vehicle continued towards Keo at approximately 120 mph, passing multiple
vehicles. After entering Keo, the suspect vehicle passed another vehicle in the center turn lane. After leaving Keo, the suspect
vehicle continued towards Toltec Mounds Rd. The suspect vehicle then nearly missed rear-ending a pickup truck; however, the
pickup truck pulled to the shoulder to avoid the collision. The suspect vehicle entered the southbound lane again, almost
striking a tractor-trailer head-on.
As the suspect vehicle entered North Little Rock from Scott, an Arkansas Highway Police (AHP) unit was sitting on the
northbound shoulder. As the suspect vehicle approached North Little Rock, it once again entered the southbound travel lane. At
this time, the suspect vehicle entered the southbound travel lane passing multiple vehicles. The suspect vehicle continued on
the southbound shoulder traveling northbound, passing numerous vehicles that were traveling southbound.
The suspect vehicle returned to the northbound travel lane as the AHP unit took the lead. As the suspect vehicle slowed down
to make a right turn from U.S. Hwy 165 onto Arkansas Hwy. 391, the AHP unit was able to perform a TVI (Tactical Vehicle
Intervention) by using the push bumper mounted to the front of his unit to strike the rear end of the vehicle. The suspect vehicle
spun clockwise off the roadway into a gravel roadway off Arkansas Hwy 391. The suspect vehicle came to final rest facing
southwest, at which point the driver bailed out of the vehicle and ran on foot.
NLRPD brought a K-9 and drone to the scene to help search for the driver, Trevis T. Holmes. The driver was located at a nearby business. While affecting the arrest, the driver was bit on the ankle and a NLRPD Officer deployed a conducted electrical device.
Holmes was charged with:
Felony Fleeing in vehicle
Speeding more than 15 over the limit
Driving too fast for conditions
Failing to stop at a red light
improper use of a turn lane
Failing to register vehicle
Defective tail lights
Careless and prohibited driving
Improper passing on the left
Fleeing on foot
No Insurance
Expired registration

They never indicated that they found the driver. Near the end of the video someone on the radio asked for a description of the driver.

Question I have is when the officer pulled in the yard why didn't he pull right up on the backend so he couldn't back out! No chase needed!
Rookie cop from what I understand. Cop driving and civilian driving are two different things and it takes a long to time to learn how to switch one off and one on depending on what car you get in. Hence the long chase with very shy pit attempts.
Same question and also, why not just head-on the guy as he turned?
I guess partial answer is already here as it being a rookie.
Edit: it could also have been reasonable caution, due to having no backup and being some way off the main road with multiple people in the car and the houses around. After all, why did the offender drive up there in the first place? Maybe he has friends/relatives up there who could turn things nasty for a lone trooper?

Agree with your comment, and I am happy to back the Blue... But I must point out that in this case, Blue missed a golden opportunity (in the very beginning of the vid) to block in the POS driver when he pulled into a driveway off the dirt road. Trooper Means should have pinned the car at that point. Then the high-speed chase on the highway, in the rain, on wet surfaces, in traffic, while the sky grows dark, and the PIT, would have been avoided.
And finally the final charge that the driver, Mr. Holmes was charged with: being ugly in public.

First video I've seen where Arkansas Highway Police did the PIT, and not ASP. Great work by the AHP officer when he took lead and stopped this menace very quickly. Great job by NLRPD officer and K9 !!!
Arkansas Highway Police are Arkansas State Troopers however they work the Commercial Vehicle side of the department.

A 20-minute chase that endangered hundreds of innocent lives. They need to put these criminals away for 20-years minimum to send a message!!

Need to add to the existing law that if you flee your vehicle gets confiscated and auctioned (unless its a stolen vehicle).
Most of them belong to the bank and are on a repo list somewhere already.
Also, make it a 5 year mandatory sentence, and if any injuries add 5 years. If death, then life. This needs to stop.

The driver keeps swerving onto oncoming traffic for no obvious reason. What is their real intent? Are they suicidal? Homicidal? Something else entirely?
In some jurisdictions officers are required to call off the chase if the perp's driving becomes too reckless.
Ironically people fleeing to elude will now go out of their way to cause dangerous situations in order to trigger this condition.

Personally, for situations like this, I'm in favor of a Hellfire missile pod being installed onto police helicopters. $50K a pop, but it will only happen once per criminal. Reduces cost of criminals in jail and future prison for the taxpayers.

NM-Bodycam posted a few NMSP pursuits with drivers going wrong way, intentional head ons and mentally wacked out drivers running from imaginary agents. There's the Pecos chase & Tularosa chase (several others).

I think in situations like this, with as many lives put in jeopardy, mandatory 3 years, permanent revocation of license plus a 10,000 fine - something serious enough that sooner or later the msg would be sent out loud and clear. Turns tickets for no insurance, no registration, and equipment (taillights). Felony fleeing and more charges... is there more? A warrant? No license? Tickets and and impounded car were s better option.

They should have a setup where the siren is computer controlled and as soon as the wheels stop turning the siren stops screaming unless turned on specifically. And body cams, please add body cams!!
Some units have them connected to the gear selector. When I was a patrol officer (a million years ago) they said we should leave the siren on to help backup officers find us. That was long before the in-unit, real-time GPS though.

I get the fact a felony stop requires the suspect to show hands and walk backwards,.thus securing a higher degree of officer safety.
However, pull up to the door then get out and away from line of sight. Otherwise, the suspect is going to get out anyway...then what? A quick draw on the cop?
With the door blocking the exit, the officer has more control of the situation.

@@bleachstain9785 I get that reasoning, but in this instance, he would be out of his patrol car before the suspect had a clue that he couldn't get out right away.
There's a reason the newer Tahoe's will allow the officer to open the door and exit the vehicle while it's still going 5 MPH or slower. The Tahoe will automatically bring the vehicle to a stop and select "Park" after the officer has left the vehicle. Also, since the officer has the key fob, nobody else can get into the Tahoe and drive it away, even with it running.
My point is, the officer isn't going to block the door with his bumper, and stay in the vehicle, he/she will exit immediately.
As always the usual suspects are caught and will be back out on the streets.

The cop in the SUV did something many troopers fail to do and that is to maintain a little more speed in a turn to close the gap and make the PIT. Most troopers insist on slowing in those turns and following the same line as the driver missing the PIT opportunity.
I believe the fear there is the extremely high speed as I believe ASP cars are limited to under 130, and since you are putting on troopers drivers side any miss would mean a dangerous rollover in the ditch. I can’t speak for certain but not sure there were any other state level police in pursuit as Becuase of jurisdiction pursuit might be called off is asp is “eliminated” from pursuit

Based on the ASP videos I've watched (well over 50), those factors are regularly ignored and safely so with the exception of local jurisdictional limitations.
The opportunity to PIT I identified was at, or below, a speed that ASP regularly PITs at and I've seen them PIT close to the shoulder and a ditch rather routinely.

Cars are speed governed based on the tires that come with them OEM. This is a federal requirement.
Tires rated for high speeds are generally much more expensive and wear out sooner.
To keep their operating expenses reasonable, the patrol likely settled for their cars being delivered with H-rated tires which max out at 130 mph.
Going up another rating or higher (V, W, Y, Z) would have allowed the troopers cars to be governed to a higher speed but would have also cost the State Patrol perhaps several tens of thousands of dollars or more in tire costs annually.
