I had some difficulty getting him as an ally so here are the steps: 1. You have to spare Li (Red Demon). If you killed him, use the Testament of the Soul and go back and change your timeline 2. Play the game until you finish the Kyoto main mission Wildfire 3. You will be then asked to travel back to Edo 4. Once you are back in Edo, the Watchmen mission will be available 5. Finish the Watchmen mission and the Blue Demon will be in the Ninja Villa (in Kojimachi). If you go to the back of the mansion, there is a hook for you to go up to the roof. There is an opening/hole in the roof and if you drop down, the Blue Demon will be there. There is a rope you can lower from that location too which will make it easier to meet him in the future Hope this helps!
Thank you. These steps were very helpful. I had killed the Red Demon before so I used the Testament of the Soul to go replay it and spare him. Having done that I returned to Kyoto where the Before the Dawn mission still there waiting for me to go talk to Katsura to begin and head to Edo. Once arrived in Kdo the Watchman mission loaded so I went to do that, the Blue Demon joined in a fight with me, we defeated the enemies, he told me his story, thanked me for sparing Reddy, gave me some rewards and we officially became allies. Following that I proceeded to clear up some new public held areas that spawned including some assassins (the guys with the "II" icons). I currently focussing on clearing/freeing up the areas (completed now), then go do some new side missions before going to start the Before the Dawn main mission proper. Cheers.
He not in the dojo. As in the video you have to go back and spare li instead of killing him, then when it's finished click yes when it says do you want these changes to reflect your timeline. Then go to Edo chapter 3 and find his mission called the watchman. Complete it and he's yours.
What if you already did the watchman side quest on your first play through, could you re-do the mission in midnight difficulty playing through the replay mission menu until you reach chapter 3 or are am I locked out on getting him as a bond companion?
It doesn't matter if you have done it before, I did it and it changed nothing, then I went and did what I did in thr video and went back and the mission was there and so was the blue demon that appears during the mission.
No matter what I do, manabe doesn't appear. I replayed the mission and changed the story. I loaded an older save and played the mission again, but nothing helps. I just got to chapter 3 and arrived on the last map. Theres no edo chapter 3. What am i doing wrong 🙃
@@Onii-chan_chosoafter you return to Edo from Kyoto wildfire mission, once you're in Edo, open the mission list and scroll a little bit and you will see mission called Watcher, do that.

@RicksGamingandReactions. nice,for some reason I can't change my out fit anymore,like I can choose but it doesn't show any changes and it's with everything,even gear stuff

Not sure, but if you check under the bonds tab and find him there it should say below your bond level his location as to where you can find him, same goes for any character.

Yeah you gotta do more quests around after you spare LI. But im not sure witch one. So just do them all lol.

Chapter 3 is split into two regions. You haven't advanced far enough into the chapter to return to Edo.
