This one in particular preferred to show dangers in considering every wrongdoer as "just a villain" - since the superman's regime started killing them all and the story portrays that as something bad.
So in the context of this particular story Captain Cold (as well as some other villains) is indeed supposed to be broken, not simply evil.

It would be a defense if Black Manta blamed it on Aquaman when it wasn't his fault. Though, considering the events that transpired in the Injustice canon, I don't doubt that Aquaman literally murdered Black Manta's dad.

He did but to be fair he had somehow got aqua man’s father killed so when aqua man tried to kill manta for revenge he killed his father accidentally

Flash always truly cared for the villains he fought, he wanted to see them get better
Captain Cold has always been my favorite. The Rogues are all great, but Cold is one of DCs most underrated villains. He's the guy who keeps all the Rogues in line: no unnecessary deaths, never women, never kids. Final Crisis: Rogues Revenge was an absolutely awesome miniseries.
