The only thing I could think of that would cause this is a specific transmitter technical problem. It could have stopped receiving information around 12:30 PM but it continued to loop the information it received and broadcast. Did you ever notify the NWS of this?
If i were the MIC at this office, i would shut off the CRS and use the old tape system like legitimately all other NWS Offices. The only thing is that the old tape systems are no more. The BMH has a Voice Recorder and Offline indicator.

1) it is usually 30 or more seconds for it to come on Air, it could be less or more. 2) The weather radio detects the EAS tone pattern. That's why sometimes if you have bad signal then it says "Unrecognized Message".
The National Weather service in my area which is Sacramento California they dont even issue one single EAS Alert only if its like a Severe weather alert

2. Those tones are like dial-up. They sound like noise, but they encode special data that radios listen for.
