The idea of creation of a buffer zone on the north to avoid the attacks on Belgorod was public since 2 months ago . The Russian authorities has said it several times. Why now it is treated as a ' change of strategy' to avoid a defeat in Karkhiv ? Why you are surprised by what Putin said yesterday . Maybe you should revue a bit what you have said before and what Russians has said over this subject. Sorry, but Russians have been very consistent on their targets.
"No plans to take Kharkiv", for now, but may be later. That's what Putin said about Kiev in Jan 2022, but in Feb 2022 Goal Posts changed.
